is not loaded, the virtual console.
with 10.4.2b it works.
tested with 3 computers

Your workspace is corrupted. Universes 5,6 and 7 have duplicated IDs.

<Universe Name="Universe 5" ID="0" Passthrough="False"/>
<Universe Name="Universe 6" ID="1" Passthrough="False"/>
<Universe Name="Universe 7" ID="2" Passthrough="False"/>

Easy to fix. Just change the IDs to 4,5,6 with a text editor.

I had a similar problem. 4.10.3a is less tolerant of errors in workspaces.
