Flash Button and Submaster -> always full intensity?

Hi, I'm not sure if this is a bug or not but I figured out that when I use a flash button in a frame with a submaster the flash button always flashes to full intensity (4.10.3a) ignoring the submaster setting while the setup works "flawless" when I set it to a toggle button. I could also not find anything in the manual that describes such a behaviour (but I wonder a little bit that I could not find anything in the forums regarding this therefore I guess it also could be intentional).
