I've seen this as well, and so far have worked around it by using a Submaster fader in a frame with a Cue List for the chaser.

It almost seems like the fader widget is using the same mechanism that fade-ins and fade-outs do, which overrides the entire fade time. If for example the fader is set to 80%, then instead of fading from 0% - 100% over x seconds, instead the chaser step scene is immediately set at 80% (as if 0ms fade time).

Also, there is a cascading effect when using nested chases / cue lists. If the parent chaser (which is attached to a fader widget) contains another chaser (not attached to a fader widget), the child chaser will also not be able to fade.
